There are various offers available in the game and on occasion players make a payment to redeem these offers but they are not added to the account.
This is different to not receiving the ruby package purchased in the store, if you have not received even the ruby package you purchased please see instead our page for your ruby package not being credited.

Should you have made a payment and received rubies, but not the items included in the active offer, please contact our support staff for further investigation. Once we confirm the items are missing from your account, we will manually add them.
